LI Xiaohui, male, Han nationality, was born in 1974 in Luoyang City, Henan Province. He is a Ph.D. in physics, a researcher, a Ph.D. supervisor, and a member of the Communist Party of China (CPC). He began to work in July 1997 and now is the Deputy Director of National Time Service Center (NTSC), the Chinese Academy of Sciences(CAS) and the Director of Time and Frequency Measurement Department . He has been the Deputy Director of NTSC, CAS since July 2015.
He has been devoted to the research on time and frequency measurement and the satellite navigation system for a long time and proposed method of virtual spaceborne atomic clock and the implementation of velocimetric source, which breaks through the limitation that spaceborne atomic clock must be used in the GPS-like mode and helps to build the satellite navigation system without spaceborne atomic clock. In view of the actual situation in China, he proposed the digital beat precision frequency measurement method, which improves the capability of precision frequency measurement in China to the international advanced level. Currently, he has been engaged in the research of time and frequency measurement methods in the navigation system.
He has led the "863 Program" of the Ministry of Science and Technology of PRC, key projects of the National Natural Science Foundation of China (NSFC), and a number of major national special projects. He received the "CAS Kuancheng Wong Outstanding Contribution Award for Scholars of West Region Institutes" and selected into the "Three-Five Talents Program" of Shaanxi Province.
