Abstract: In order to predict the ground-wave propagation delay, the earth equivalent conductivity in Guanzhong plain has been measured indirectly with the radio-wave propagation method. In this paper, the principle and method of the measurement are demonstrated, the indirectly measured results of the earth equivalent conductivity for Guanzhong plain are given for the first time, and the measurement result of the BPL signal propagating delay for the reference point at the National Time Service Center’s research building is also presented. Furthermore, the accuracies of the measurement results are analysed.

Key words: earth equivalent conductivity; secondary phase factors of ground wave; ground-wave propagation
