Abstract:The GLONASS P-code is not encrypted and is broadly accessible, which is different from GPS and is more beneficial to time transfer. In view of the domestic and external demands, the GPS / GLONASS time transfer receiver NTSCGNSS-2 has been developed at the National Time Service Center（NTSC）. The character of GLONASS signals and the preliminary test of the NTSCGNSS-2 are introduced in this paper.
