Expert from the BIPM Visits NTSC

On Feb. 9, 2006, Dr. Jiang Zhiheng, an expert from the Time Dept. of BIPM (Bureau International des Poids et Mesures), visited the NTSC. BIPM is the executive agency of the General Conference on Weights and Measures (CGPM: Conférence Générale des Poids et Mesures) and CIPM as well as a permanent world research center of measurement science. Being a major member of BIPM, Dr. Jiang Zhiheng is mainly in charge of the algorithm of UTC/TAI time chain, especially the processing of time transfer data, and he also is a distinctive researcher in the domain of two-way time network.

During his visit this time, Dr. Jiang gave an academic report with the title of “Current Time Transfer Techniques”, and inspected the Lab of Time-frequency Standard Maintenance of our institute. Besides, he had exchanges and discussions with the experts of NTSC on many academic issues, and made some good suggestions on the time-keeping work of center at the same time.

The visit of Dr. Jiang is of much help in accelerating and promoting the work of UTC/TAI and TWSTFT of our institute, and carrying out further international cooperation on TAI and TWSTFT.
