The sixth meeting of China-Russia project committee on important strategic cooperation in satellite navigation and series of meetings were held from August 26 to 31, 2019 in Kazan, Russia.  Mr. YUAN Haibo, Mr. YANG Haiyan, Mr. GUANG Wei and Mr. GENG Runsen from the National Time Service Center of the Chinese Academy of Sciences attended the meeting.

During the meeting, China and Russia discussed and reached a AGREEMENT ON COOPERATION for Time Interoperability of GLONASS and BDS Global Navigation Satellite Systems. The agreement stipulates that the National Time Service Center will act as an authorized organization to carry out BDS and GLONASS time interoperability cooperation with ISS-RESHETNEV of  Russia，aimed to provide better positioning, navigation and time service for users. The cooperation agreed by both sides including project implementation，joint research on related technologies, academic exchanges and other areas.  The Agreement will be signed by China Satellite Navigation Committee and State Space Corporation ROSCOSMOS.

BDS and GLONASS are global satellite navigation systems independently developed by China and Russia.  The cooperation between BDS and GLONASS is under   Russia-China Commission on Governments Heads Regular Meetings Preparation. National Time Service Center is mainly responsible for compatibility and interoperability, as well as augmentation systems and stations establishment.
