A Project of Maintenance & Transformation on the Mega-scientific Device of the National Time Service Center (NTSC) Passes Review

On May 19, 2008, the Bureau of Comprehensive Planning as well as the Bureau of Basic Sciences of the Chinese Academy of Sciences (CAS) convened a review meeting on the “Project of Maintenance & Transformation on Hongchi Substation and the 10KV High-voltage Overhead Line” at the NTSC of CAS. The review group is composed of experts from Xidian University, Xi'an Satellite Measuring and Controlling Center, Military Representative Office of Navigation Guarantee under the Chinese Navy Headquarters in Tianjin Region, Maintenance Company of Power Supply Bureau in Weinan City, the 20th Research Institute of China Electronics Technology Group Corporation, Shanghai Astronomical Observatory of CAS, National Astronomical Observatories, NTSC, Xi’an Branch of CAS, etc.

The expert group listened to the “Report on the Project of Maintenance & Transformation on Hongchi Substation and the 10KV High-voltage Overhead Line” delivered by Researcher Hu Jinshe, responsible person of the project, conducted an on-spot inspection on Hongchi Substation and the 10KV high-voltage overhead line, and passed the review on the project unanimously through inquiries and discussions.

From the viewpoint of the expert group, Hongchi Substation and the 10KV high-voltage overhead line, as an important part of the long- and short-wave time service system, have been operated for 40 years with backward technologies and badly old equipment, and it is hard to ensure their normal operation, therefore, transforming the project is very necessary and pressing. The project transformation content is specific and reasonable with clear target, so is the constitution of the participating personnel; technical scheme and scheduling of the project is generally feasible; and the budget of expenses is basically rational. So it is suggested to launch the implementation as soon as possible.
