Having received the administrative circular letter of International Telecommunication Union Radio Communication Bureau（ITU-R）in January, 2009, the NTSC convened immediately some experts to discuss and appraise draft laws of several new issues referring to time frequency within which, and found 3 representation errors in CAR/263 Administrative Circular Letter with modification suggestions provided. Feedbacks had made to ITU  through relevant domestic unit. On February, 10th, ITU made reply and adopting the suggestions from NTSC and made corrections to the reference documents and template; and the online version can not be replaced since it had been signed by the ITU-R director. They also extended their gratitude to NTSC.

Administrative circular letter of International Telecommunication Union (ITU) is a kind of circular letter soliciting every member countries’ opinions towards some new projects, new suggestion letters or suggestions of revising draft laws.
