From 15th to 20th Oct. 2023, the seventeenth meeting of the International Committee on Global Navigation Satellite Systems (ICG-17) and Series Meetings were held in Madrid, Spain in hybrid format. Led by Professor LU Xiaochun, the group leader of Chinese delegation, 6 participants of NTSC attended the great event in Madrid.

Held by European Union, ICG-17 attracted more than 300 participants from more than 16 countries including China, U.S., Russia, Japan, India, etc. Heated discussions were held on satellite navigation compatibility and interoperability, space service volume, lunar PNT, and high accuracy services.

The representatives from NTSC joined all the parts of the meeting. They exchanged the views on amendment of ICG ToR, timing interoperability, LEO PNT and other topics, putting forward Chinese proposals and solutions and gaining positive response and support. That makes great contribution to continuously raising international influence and voice of BDS. In Working Group S, Professor LU Xiaochun, as one of the co-chairs of the timing interoperability topic, pushed forward the Chinese recommendation "Recommended Survey into GNSS Time Offset for Receiver Manufacturers" and sought approval. In Working Group D, Professor YUAN Haibo proposed solutions on time offset, adequately protecting China’s interests on timing interoperability and other technical fields.

ICG is the world’s most important multi-lateral academic platform on satellite navigation. This visit is expected to continuously enhance NTSC’s engagement of international cooperation and technical exchange in navigation, timing and frequency technologies, and help NTSC gain much more popularity around the world.
