Shi Erwei Paid a Visit to NTSC

On June 25, Shi Erwei, vice president of CAS, along with the delegation, paid a visit to NTSC in the company of Guo Ji, Director of NTSC and president of its Xi’an Branch in this scorching hot summer, and made an on-the-spot investigation on park construction and other related works. In addition, they also paid a visit to CAS Key Laboratory of Positioning and Time-keeping in Precision Navigation and CAS Key Sophisticated Navigation Positioning and Timing Lab., Key Time and Frequency Standards Lab., etc., and looked into the progress of special major projects. After that, a meeting was held among Party and governmental leaders of NTSC, directors of laboratories, principals of functional departments, etc. 

At the meeting, Director Guo Ji reported in detail to vice president Shi Erwei on works of the Center in recent years including progress in R & D, building of talent group, park construction projects and the construction of new park as well as future plans of the Center. Shi Erwei asked questions and made exchanges from time to time during the report. After the report was finished, he said with deep feeling that he was greatly impressed by the remarkable changes taken place here compared with his visit in 2002. Leaders and staff of the NTSC have made unremitting efforts under tough working and living conditions. With persistent efforts, the Center has gotten out of hard times, made significant contribution to the development of China and at the same time enhanced the overall strength of the Center. At present, NTSC is undergoing a series of promising R & D works. It is hoped that NTSC can set its eyes on future development of China, establish its strategic layout and form core competitiveness in the three-dimensional space composed of “subject field, application field and technological platform”; continue to uphold team spirit & culture and change the developing pattern that is decentralized, spontaneous and only aims at resources; continue to free minds and deepen reform, develop better ideas and further emancipate minds, proactively press ahead with structural and mechanism reform. Moreover, the Center should start from the overall social & economic progress and scientific & technological development rule so as to encourage innovation in science and technology in the three-dimensional value space, transferring output with scientific value into that of social value, output with potential value into that of actual value. Finally, he emphasized that great attention should be paid to information work through which innovation capability and the capacity to serve the country as well as the competitiveness of the Center can be enhanced, thus making a good preparation and laying a solid foundation for the “Innovation 2020” Campaign with an excellent start. It is sincerely hoped that NTSC will make constant new progress in all aspects of its work.
