NTSC Researchers Attend 2017 Counterpart Workgroup Conference of ITU-R/SG4&SG7

From July 26th to 28th, 2017, the National Time Service Center (NTSC), Chinese Academy of Sciences (CAS) sent researchers to attend ITU-R SG7 (Science Services) &SG4 (Satellite Service) Conference held in Pingtang county, Guizhou province southwest China.

At the conference, representatives from SG7 and SG4 introduced the latest development of their research subjects and mapped out working plans for the next stage respectively. As the leading institute of Chinese counterpart of ITU-R/ WP7A, NTSC delivered a speech themed “An introduction of UTC and the work of WP7A”. The speech covered the development of WP7A’s research subjects, a brief introduction of UTC and the work of NTSC at the request of the sponsor.

The International Telecommunication Union (ITU) is a specialized agency of the United Nations (UN) that is responsible for issues that concern information and communication technologies. The ITU comprises three sectors, each operating a different aspect of the matters handled by the Union; they are standardization (ITU-T), radio-communication (ITU-R) and development (ITU-D), and it is ITU-R that manages international radio-frequency spectrum and satellite orbit resources. In China, the telecommunication business is managed by the Ministry of Industry and Information Technology of the People’s Republic of China. For the purpose of better participating in international affairs, Chinese counterparts of ITU study groups were set up according to different research fields and businesses. NTSC, CAS is the leading institute of the Chinese counterpart of WP7A of ITU-R, whose scope includes the dissemination, reception and exchange of standard frequency and time signals. The leading institute is responsible for assisting the competent department to coordinate with domestic or international affairs; participating ITU’s coordination and discussion; organizing the deliberation of ITU-related proposals as well as launching the research with its subjects set by ITU.

       Since NTSC takes on the role as the leading institute, it has been actively carrying out activities initiated by WP7Adeveloping ITU research which involves the dissemination, reception and exchange of standard frequency and time signalspaying great attention to important WP7A subjects (especially those pertaining to national interest), including report of subjects to the supervisory body, the coordination with relevant institutes nationwide, symposium convening etc. NTSC has successfully completed the work of ITU SG in China assigned by the state.
